The proposed solution must be accessible throughout the Region, so that information flow is significantly improved. It is expected that this will also help to improve the quality of the information, leading to better and more timely decision making
The new system will be developed from the ground up, utilizing the knowledge of the current processes, and will incorporate access to geographical information system (GIS) sources already deployed within the Region.
In order to improve the level of service offered to municipalities, and to better track all development initiatives across the Region, the system will make the planning application information available in real-time, so that they can easily verify the status of an application, and respond more quickly to information requests and provide feedback (comments) on the proposals. |
| Current Services: |
The current system is an in-house application using MS-Access for managing and tracking the planning applications that are submitted to the Regions. It does not provide any geographical mapping interface, and has limited functionality. It requires significant manual effort to compile and assemble all the necessary information. |
| Required Services: |
Provide a web-based interface that can act as a “portal” to support the planning review process that is accessible by all
• Provide or act as a “portal” to other applications and programs that are related to or depend on the Planning information
• Phase I implementation must support real-time updates to information by Regional staff (not limited to Development Services). Must be able to access the application for information purposes only. Phase II will look at the provision of interactive access to allow them to actively participate in the development planning process, and submit new requests directly into the system
• Provide participants access to review planning applications and attach directly comments within the system and support continuous improvements in the evaluation process for both planning and engineering applications within the Region
• Provide a visual view of development sites from within the application (layered GIS mapping and aerial views)
• Provide an integrated tracking system integrated with GIS and statistical data that will allow all relevant information associated with an application to be assemble in one coherent view, to support development site analysis, identify planning issues for property development, support the review of information and provide a way for all parties to comment on the planning application as necessary.
• Provide a History function so that all updates to the system are logged to provide a permanent audit trail of changes
• Provide statistical data for studies or analysis
• Provide functional reports for standard and “one-off” requests. System must be flexible and adapt to ongoing changing needs for reporting and analysis of data and make this reporting information accessible by outside interests
• Provide a revenue monitoring tool (with the ability to reconcile requested and paid fees) to support monitoring and collection of application fees and development charges (RDC)
• Provision of functions to support data uploads using CSV formatted files |
